1° Possibility: Keep imprisoning and remanding people into ONE faction's Police station (only qubba government, of only januby, and so on), it will increase your reputation with them, thus increasing the rewards.
2° Possibility: Smuggle (and get caught) illegal goods in cities of one faction that has an opposite faction (Ozbet-Janubi, or Qubba-The Federation are the only two possbibilities here, really...). It will give you lawbreaker reputation, but also increase reputation with the faction opposite of the one you're "pissing off". so bring lot of canabis in Ausz and get prisoners in qubba. Lawbreaker gets down because of prisoners, reward get's up for the 1° thing I mentioned (remanding prisoners makes the reward go up) and because you are harming the opponent (in the example The Federation).
3° Possibility: Get only high rewarding people, like boryokudans, mad dogs and federation police, if you plan remanding them to qubba. let time pass for a while before you remand them, healing them will get you a higher reward then sending them in jail with a foot in the grave.
or use a combination of the 3. after a while doing so, you'll forget about trading. Maybe get some food industries in key locations you will often visit. Qubba and Romagna, with their insects and lizard industries, plus the petroleum-fuel are a trade and prisoner route. expecially with 6 Umi Alphas. After a while you can get millions for each prisoner. How much alcohol or lubricant do you need to trade for that amount of money?
