Hi, you can buy the industry before the camp is destroyed, but it's a bit complicated. On the other hand, the industry can be modified from the base code to change the industry's size to the number of employees. This applies to the water well, oil prospecting, and limestone mine, but it would also create an imbalance in the food generation of the cities because these industries have a minimum size of 100 that would be replaced by employees. This would involve rebalancing each food industry in each city, which is cumbersome because it's not about the quantity in kilograms, but about the calories.
