Good day, good people. With clothing industry hubs set up in Botxo and Tobar, I roamed around Janubi dumping goods. As time went on however, I found out that at some towns people refuse to use my commodities, even though ingame theoretical tab says otherwise. Here are two particular cases, in Tobar and Jack's Gambit:

Naturally, if I dump goods here it would be at minimum price forever. I hope that anyone who is well versed in this game's mechanic can explain this to me, so I can identify these towns and fare better in Qubba and Federation regions.
(My initial guess is that it depends on the weath of that town's citizens, but as you can see both filthy rich Tobarian and rag 'n' bone Jack's Gambitor snubs my clothes. Now all I can think of is the daily consume volume being low at 1.x. If this is the case I'll try overpopulating these towns, raise the demand and hope they start buying again)
